This memorandum summarizes the results ofa peer review conducted by Rincon
Consultants, Inc.
(Rincon) for the City of Pacific Grove, Community Development Department
(City). The purpose of the
peer review is to support historical resources compliance with the
California Environmental Quality Act
(CEQA) for a proposed residential development at 1611 Sunset Drive, Pacific
Grove, California. Rincon
previously reviewed an lS-MND for the project in 2021. That review,
however, did not include a peer
review of the accompanying technical reports. This peer review assesses the
adequacy ofthe following
project applicant-commissioned historical resources evaluation:
- Historic Resource Evaluation of 1661 Sunset Drive, Pacific Grove,
Monterey County, California
prepared by Anthony Kirk in December 2018 (Kirk 2018)
Also considered as part of this peer review is the following public comment
letter received by the City in
August 2021 regarding the 2018 historical resources evaluation and proposed
project:
Public Comment Letter for the property at 1661 Sunset Drive prepared by
Kent L. Seavey (Seavey
2021)
Rincon Architectural Historians JulieAnn Murphy, MS, and Ashley Losco, MS,
conducted the peer review,
with oversight provided by Steven Treffers, Architectural History Program
Manager. All three meet the
Secretary of the Interior’s Professional Qualification Standards for
architectural history and history and
have extensive experience completing historical resources evaluations and
peer reviews for projects
across California.
Methods
The peer review assessed report accuracy and adequacy relative to field and
research methods and
evaluation results, in line with industry-accepted guidance provided by the
National Park Service (NPS)
and the California Office of Historic Preservation (OHP). It was limited to
a review ofthe letter as well as
