'Nutcracker' ballet
to be staged Dec. 14
at Center theater
A holiday season treat for Indian Wells
Valley residents is coming up on Monday
evening, Dec.H, at the CenterTheater.
The curtain will go up at 7:30 p.m. on the
Santa Barbara Ballet's fully-staged
production of "The Nutcracker."
Members of the dance troupe are winding
up a tour of the Orient and will arrive back
in this country on the day prior to their
perfonnance here.
There also will be a special ballet
program for students on the morning of Dec.
14 during which members of the Santa
Barhara ballet company will perform to
other music of the famous Russian com-
poser Petr Ilich Tchaikovsky.
Tamara Usher, artistic director for the
Santa Barbara Ballet, is the choreographer
for -
workers in her branch.
A public protest hearing on the proposed
annexation by the City of Ridgecrest of an
area within the boundaries of the Naval
Weapons Center that is approximately 7~
square miles in size will he held at 7p.m. on
Tuesday, Dec. I, in the City Council cham-
ber, 139 jlalsamSt., Ridgecrest.
Since this is a public hearing, all in-
terested persons will have the opportunity to
air their views on this matter. According to
Bill Eichenberg, city administrator,
however, the hearing is being held
primarily to hear testimony from those now
living in the area that is proposed for an-
nexation.
Southern boundary line of the area being
considered for annexation is East
Ridgecrest Boulevard, extending from
China Lake Boulevard east to Richmond
Road.
Although located just east of Richmond
Road, the motel apartments in the vicinity
of Mirror Lake are in an area tl:at was
annexed earlier to the City of Ridgecrest.
On .the east, the boundary line follows
Richmond Road north to East Inyokern

Late contributions - which are still
welcome - have pushed the total for
this year's Combined Federal cam-
paign to 5133,802.94 as of last Friday,
NOY.20.
According to Lore"a King, the eFe
coordinator tor this campaign, 42.4
percent of the Center's employees have
ioined in contributing to the worthy
causes represented.
She asks Ihal any outslanding pledge
cards be turned in promptly so that the
necessary paperwork for closing out
the c4lmpaign can be completed.

Bernardino County line. From there it goes
far enough north to take in the sewage
disposal and wastewater treatment plant.
The northern boundary line extends from
the San Bernardino County line west to a
point two milesporth of the NWC inain gate.
South from the main gate, the west boun-
dary is China Lake Boulevard.
The hearing on the evening of Dec. 1 will
be conducted by the Ridgecrest City
Council, with Mayor Harold Hockett,
presiding. It is to be conducted und~r the
provisions of the Municipal Organization
Actof1978.
In reaching this point in the proposed
annexation process, an Environmental
Impact Report (EIR) was prepared and
copies sent to the Naval Weapons Center,
the Kern County Local Agency Formation
Commission (LAFCO), the State of
California and ~ll affected government
agencies.
The EIR, which was prepared by the
consulting firm of Quad Associates, was
reviewed and approved by the Naval
Weapons Center, as well as by officials
~nting Kern County and the state of
California.
The desire of Ridgecrest city officiats to
have control over planning in connection
with the use of the.vacant land and bousing
due to be declared excess 10 the Navy's
needs, particularly the property that has a
potential for commercial development
along the east side of North China Lake
Boulevard, triggered municipal interest in
annexation of additional land to the City of
Ridgecrest.
SubsequenUy, study of the proposed
annexation grew to include an area ex-
tending two miles north of the main gate and
then east to the Kern-San Bernardino
County line and south to the Trona Road
(East Ridgecrest Boulevard) in order to
encompass the regional waste water
treatment plant that serves both NWC and
the city.
Property that is owned or leased by a city,
but located outside the city limits, can J>e
taxed by the county. II the waste ,,!ater
treatment plant had not been included
within the area proposed for annexation to
