The fact that a structure of this magnitude is only proposed to have one (1) off-street parking space is an additional indicator that the proposal is inappropriate. -- There are nine on-street parking spaces in the 300 block of 15th Street. One of these will be lost in providing access to 315 Fifteenth Street site. Typically, 3 to 4 resident autos occupy spaces on Fifteenth. One more buildable site exists on this block. In the vicinity, another large structure at Fourteenth and Laurel, which is about 20% larger than the subject structure, generates 8 to 9 autos, not including one that may be in its garage. Another local structure at Fifteen-th and Laurel, which is about 2200 square feet, generates at least 4 on-street autos regularly. A new residence, on a 60x60 lot at Fourteenth and Laurel, with 2 off-street parking spaces, typically has one (1) vehicle on the street daily. Another single-family residence on the opposite corner of Fourteenth and Laurel typically has 3 on-street autos despite a new 2-car garage. On-street parking in our neighborhood is limited. If these are typical indicators, we could expect about 6 on-street autos generated from the proposed land use. This is not an acceptable impact from an undersized single- family residential site. The City must use its ordinance to assure equitable use of on-street parking spaces for its residents without dedicating the use of a street for the parking of a few residents.
