Commissioner Nancy Hauk offered a motion granting a use permit and calling for a review in one year. Dolores Robertson seconded the motion but it was later withdrawn for lack of support. Smith said that he was opposed to any motion that would grant Grillo more than another year to complete the boat. Smith and Hauk voted against the final motion that passed 5-2.
