Despite retaining a degree of integrity with the remaining buildings, the property at 691 Sinex Avenue does not
appear to meet the criteria for listing in the National Register of Historic Places or the California Register of
Historical Resources, because it lacks historical and architectural significance. The property was occupied by
Emily A. Fish, retired keeper of the Point Pinos Lighthouse, in the 1910s and 1920s, and then by a series of
typical working class families between 1932 and the 1950s. The property does not appear to retain a strong
enough association with the productive life of Emily Fish to qualify it for listing under Criterion B, nor do any of
the other people known to be associated with the property appear to have achieved a level of significance in local,
state, or national history. It does not appear that the property is associated with any events important in the history
of the area (Criterion A). The buildings do not appear to embody distinctive characteristics of type, period, or
method of construction, nor are they the works of a master (Criterion C). In rare instances, buildings themselves
can serve as sources of important information about historic construction materials or technologies (Criterion D),
but this property does not appear to be a principal source of important information in this regard. Furthermore,
this property has been evaluated in accordance with Section 15064.5(a)(2)-(3) of the CEQA Guidelines, using the
criteria outlined in Section 5024.1 of the California
Public Resources Code. This historic property does
not appear to meet the significance criteria as outlined
