At the request of the City of Pacific Grove, Evans & De Shazo, Inc. (EDS) has provided the following letter in support of the Historic Preservation Permit (HPP) allowing for an exception as part of the restoration of the 1951 house at 273 Lighthouse Avenue, Pacific Grove, Monterey County, within Assessor Parcel Number (APN) 06-254-01 (Property). The project proposes an increase in height at the northeast plate height is at 26 feet and 2 inches, 2 - 2 inches over the code max of 24 feet; as such, an HPP exception is required. The EDS letter includes the following: Background of the Property and the Standards for Rehabilitation report completed by EDS 2025, and an assessment of the HPP exception request. Background In October 2025, EDS completed the Properties (Standards) review as part of a Phase Two Historic Assessment (Phase Two Assessment) report for the proposed project at 273 Lighthouse Avenue, Pacific Grove, Monterey County, within Assessor Parcel Number (APN) 06-254-01 (Property). The Property comprises a 1951 house (residential use) and landscape. On October 23, 2023, Page & Turnbull, Inc. completed a Phase I Assessment of the built environment resources within the Property and determined that none of the built environment within not individually eligible for listing in the National Register of Historic Places (National Register) or California Register of Historical Resources (California Register) 1 to be eligible under local Pacific Grove HRI criteria d, e, g, and i, as a good local example of a Second Bay Tradition style residence; as one of the few known examples in Pacific Grove possessing some distinguishing characteristics of the Second Bay Tradition style; a rare example of notable Monterey nnovative approach to hillside residential design; and because it retains the integrity of the original design. 2 Due to its local listing, the 1951 house is considered a Historical Resource as defined in Section 15064.5 of the California Environmental Quality Act (CEQA) Guidelines.
