Micbael "Yogi" Bebr al Monday's Comman-
ders Mcecing. Cdr. BelIr is the acting bead of
the ARM Weapons Test and Evaluation
Office. in the Attack Weapoos Department
Sleriing Haaland. laboralory director, and
Capt. Robert Kapcmict, deputy laboratory
director. joined in mating the presentation
and congratulating the commander for this
outslanding achievement by a mililary officer.
During die presentation. Haaland commented.
"the execution of all your laSts and responsi-
bilities have obviously been very excellent
Leadenhip has lead to many successes and I
think your exceptional role as a naval officer
working for the navy-civilian teamwork is
impessive."

nally swioned in China Late, with Air Test
and Evaluation Squadron Five (VX-S) from
1979 to 1983. as a project operational test
director (OTO). While II VX-5. he wOlted
on HARM when it initially went through
operational evaluation. In 1987. he came -.ct
to China Late attached to NWC. where he
continues his endea~ willi die HARM mis-
sile program.
Cdr. Behr holds dual roles of responsibility
within die Harm Program Ofrtce. He's not
only the acting head of die ARM Weapons
Test and Evaluation (T&E) Off"1CC. but he also
operates the ARM Weapons F1eet Effective-
ness and Suitability Off"oce.
The Test and Evaluation Office SI8ff have
been werking ememeIy hard during the last
year and a half 011 HARM Bloct m. which
has now finished its evaluIIIion. The weIpOII
system was recommended for fleet release
aboula month ago and was a combined evalu-
ation between die Navy and the Air foIcc. "It
was Navy and Air Poru. Operational and
Developmental test all combined in
one...We're monitoring it right now" said the
COIIIIII8IIdrr.
The citation 1_ from die NWC Lab0ra-
tory Director oonunenled, "the test and evalu-
ation drOIt has been puticularly challenging
as it required that you manage and coordinale
configuralions compelled of four missile soft-
WlR vasions and four HARM aircraft avion-
ics suilCS that each interface with die six air-
craft plalfonns."
The T&E office is in die middle of devel-
opmental testing of HARM Block IV and
Low Cost Seeker willi Texas Instruments and
Ford Aerospace.
