Li’l Hungry Hearts becomes Hungry Hearts Foundation
Mission to help families still the same
Lake Stevens Mayor-Elect John Spencer.
Over five years ago Li’l Hun-
gry Hearts started at Glen-
wood Elementary in Lake Ste-
vens, WA and later moved to
a portable classroom at Lake
Stevens Middle School.
Anita Caffee, a mom from Lake
Stevens, started the backpack
program to help ensure that kids
in our schools didn’t leave for the
weekend with no food to eat.
Now, the program is a certi-
fied 501(c)3 non-profit organi-
zation that keeps hundreds of
kids from going hungry when
they are not in school.
“Our goal over time is to not
just service children, we would
like to serve in multiple ways,”
Caffee said.
In 2010, Caffee was ap-
proached by Tammie Enders,
a district employee, who asked
if she would like to start a
backpack program. Soon the
program grew and is currently
City councilmember John
Spencer is the newly elected
Mayor of Lake Stevens win-
ning with 64% of the votes.

from city staff to communication
with the community.
“The first order of business
will be to work with staff at the
city to build a strong leadership
corps. That, of course means
finding replacement for City
Administrator and Planning
and Development Director.
But, more importantly, I plan
to work from day one to build
trust with city leadership and
the staff that work every day to
make this a quality place to live,”
Spencer said. “This includes
opening up communica-
tion across and up-and-down
city departments and getting
staff focused on the business
of the city. I expect to help the
city build a strong culture of
service to the community. At
the same time, I will be reach-
ing out to citizen groups across
the city; civic groups, busi-
nesses, chamber, neighbor-
hoods, all the City Boards and
Commissions, particularly the
Library Board and District to
open communication channels
that we can depend upon as
we move forward on projects
